Whispers of War places a focus on espionage and spycraft. As spies, PCs will sow seeds of discontent and distrust throughout the city of Stonegarde in order to trigger the events that will lead to war. In the game, PCs can choose to align with a single country or become double agents, earning money by selling secrets from one nation to the next.
Each campaign is self-contained, giving DMs and players flexibility in running the game either as a one-shot or as part of a larger story.
